Narrative description of Project:
The Department of Health (DOH), through the Essential National Health Research Program (ENHR), commissioned the
Center for Economic Policy and Research (CEPR) for the conduct of a rapid assessment of medical/surgical missions
(MSMs) in the Philippines.
The impelling factor was the increasing frequency in the deployment of these missions as a health service delivery
mechanism especially in undeserved rural, urban and per-urban areas. The project assessed whether this type of
service modality was
appropriate to the health needs of poor Filipinos, whether it could be demonstrated to be effective, and whether it
provided good use of resources.
Description of actual services provided by your staff within the assignment:
Using an accounting framework, the manual is addressed to countries that would like to:
1. Identify the sources, users, and uses of health R&D funds;
2. Estimate the amount and nature of health R&D expenditures;
3. Capture health R&D funds flow of major players in the health care sector;
4. Perform a qualitative analysis of research outputs resulting from these resources;
5. Assess if health R&D expenditures are aligned with the priorities of the research agenda;
6. Compare their results with those of other countries that have conducted a similar survey.
